Effective video surveillance is monitored in, or alerts in, real time, and should always be designed to a risk proportionate performance outcome requirement. As Mike Neville states and for multiple reasons post investigative use of images is an unproductive seam. It really is locking the stable door after the horse has bolted. The first question a security consultant should ask is whether video surveillance has a place in a 'technology and touch' layered security solution. If it does, then the consultant, guided by client need, identifies for the installer, what the system, within other security layers, must achieve. The installer determines tech and placement to meet the outcome requirement; and finally the consultant audits the system prior to commissioning to ensure it meets the outcome requirement. At Lions Gate our consultants and installers work in tandem, bringing their niche skills to bear on the clients finished product. It is excellent to see the Home Secretary telling police forces to pursue all reasonable lines of enquiry to solve more crimes, including the use of CCTV. BUT my research shows that only about 2% of crime investigations generate an image of a suspect (FOIA from three forces). Even with non-residential burglary (which office or shop does not have CCTV?) it is 6%. Research in one County force found that only 7% of images were identified (most have no idea) and in a City Force, only 40% of idents resulted in a detection - so for every 10,000 crimes, less than 6 are solved by identifications from CCTV. BUT - my team can help and introduce a cost effective method of ensuring that more images are gathered, more identified (up to 50%) and more result in charges (at least 60%).
